Business Licenses and Permits in the US: A Search Order That Works

Quick answer: Check the activity first, then the state, county, city, profession, premises, and renewal rules. A state entity filing is not the same thing as permission to perform a regulated activity.
License research becomes confusing when every registration is called a “business license.” In practice, a business may need several approvals issued by different authorities for different reasons.
Start with the activity
The SBA licenses and permits guide explains that federally regulated activities can require a federal license or permit. It also notes that state, county, and city requirements depend on the activity and location.
Write a plain list of everything the business will do. Include products sold, services performed, equipment used, vehicles, food or drink, customer premises, employees, signage, waste, music, animals, health-related work, construction, and online sales. One overlooked activity can trigger a separate rule.
Check in this order
- Federal: Does a federal agency regulate the activity?
- State entity and tax: Has the entity or trade name been registered where required, and are relevant tax accounts open?
- State occupational or professional licensing: Does the work require an individual or business license?
- County and city: Is there a general business license, local tax certificate, health permit, contractor registration, or other local approval?
- Premises and zoning: Is the use allowed at the location, including a home address?
- Special operations: Are signs, fire safety, food handling, alcohol, transport, environmental activity, or regulated equipment involved?
- Renewals and display: When does each approval expire, and must it appear on invoices, vehicles, advertising, or at the premises?
Verify with the issuing authority
Directories and blog posts are useful for finding the likely agency, but the issuing authority is the source of truth. Save the official page, the application, the issued document, the number, the renewal date, and any conditions attached to it.
Do not assume a neighboring city has the same rules
Local requirements can change across a city or county boundary. Mobile businesses should check both the home base and the places where regulated work is performed. Contractors and beauty, food, childcare, transport, and health-related businesses often face activity-specific rules.
Create a renewal register
For each license or permit, record:
- issuing authority;
- legal and trade name shown;
- license or permit number;
- issue and expiration dates;
- renewal window;
- fee;
- responsible person;
- continuing education, inspection, bond, or insurance condition;
- link to the official portal.
Set reminders well before expiration. The SBA notes that some approvals expire and that renewal is often easier than applying again after a lapse.
Treat the license file as operating paperwork
The documents should not disappear into an email folder after launch. Check them when the address, ownership, structure, activity, staff, vehicles, or premises change. Those changes can affect whether the existing approval remains valid.
